Cloverdale ordinance 668-2009 provides for an abandoned and distressed residential property registration program, to be funded through the collection of registration fees. It establishes property maintenance requirements for abandoned residential properties on which a Notice of Default has been recorded and on abandoned residential properties that are the subject of a foreclosure proceeding. The ordinance requires beneficiaries and trustees to: (1) perform regular inspections of residential property upon default by the borrower and prior to recording a notice of default to determine whether the property is vacant; (2) register vacant or abandoned property with the City; and (3) retain a local property manager if the beneficiary or trustee is located more than 15 driving miles from the City.
