The ordinance requires beneficiaries and trustees to: (1) perform regular inspections of residential property upon default by the borrower and prior to recording a notice of default to determine whether the property is vacant; (2) register vacant or abandoned property with the City; and (3) retain a local property manager if the beneficiary or trustee is located more than 15 driving miles from the City.
