City Council Meeting - February 22 

The Cloverdale City Council will hold a regularly scheduled meeting:

Wednesday, February 22 at 6:00 pm

The Council meeting will be held at the Cloverdale Performing Arts Center. A zoom link is available on the agenda for virtual attendance and participation.

Major items on the City Council agenda include: 

  1. Budget amendment to the FY 2022-23 Operating budget to cover additional costs due to the increase in price for chemicals in both the Water and Wastewater Enterprises.
  2. Amend the Fiscal Year 2022-23 budget to cover the cost of change orders associated with the construction of the City Park Basketball Project.
  3. A resolution terminating the State of Local Emergency Regarding COVID-19 on February 28, 2023, or at such other time that the State of California’s COVID-19 state of emergency is terminated.
  4. Amended Policy for the Outdoor Display of Flags to include Rotary “Peace” flag and agreement with the Rotary Club of Cloverdale to Install a Commemorative Flagpole on the Cloverdale Park Plaza for Display of a “Peace” and other Commemorative Flags approved by the City Council.
  5. Continued Discussion on Potential Participation in Countywide Ban on Construction of New Gas Station Infrastructure
  6. Dog Park Capital Improvement Project
  7. Update on Remote Participation in Public Meetings

Police Department

Cloverdale Police Dept. Receives a $15,000 Law Enforcement Mental Health and Officer Wellness Grant

On February 16, 2023, the Cloverdale Police Department received a $15,000 grant as part of the Board of State and Community Corrections Officer Wellness and Mental Health Grant Program, established in the 2022 Budget Act (Assembly Bill 178).  The funding is intended to establish or expand officer wellness units, peer support units, and other evidence-based programs and services with successful track records of enhancing officer wellness. 

Cloverdale Police Officers face significant challenges because of the demands and stress of the job. Often, it’s caused by police officer line-of-duty deaths, negative media coverage, and anti-police protests. Staff intends to mitigate the stress resulting from these issues by dedicating the funding to implement programs that reduce officer stress, limit stress-induced trauma associated with critical incident response and increase mental and physical fitness to build a culture of wellness.




Cherry Creek Tank

Hydraulic Evaluation of Cherry Creek Reservoir Underway 

The City’s Southcrest (Cherry Creek) Reservoir, located in the City’s Zone 1 of its water distribution system, has reached the end of its useful life and needs to be replaced.  The City is planning to replace the existing water storage tank with two new tanks on the same site. 


The City has retained an engineering consultant to perform a distribution system hydraulic modeling evaluation of Zone 1 of the City's water system. The evaluation will determine impacts to Zone 1 should the tank need to be taken out of service during the construction of the new tanks and will identify improvements needed to meet reliable normal demands and fire flows during construction. As part of the evaluation, a peer review of the 2021 tank feasibility study will be conducted to determine if any additional evaluations are required prior to commencing construction of the new tanks.



Sewer line repair

Annual Maintenance of City’s Sewer Collection System 

Annual Maintenance of the City's sewer collection system is in progress.  As part of the City’s annual infrastructure management, the City conducts point repairs and rehabilitates existing sewer mains through a process referred to as slip lining. Slip lining is a method of installing a thermal plastic liner within existing sewer mains by winching or pushing a new pipe through the existing pipe, grouting the annular space between the two pipes and sealing the ends (see picture). The Thermal plastic liner extends the useful life of a deteriorated pipeline and prevents infiltration of groundwater. The installation of thermal plastic liner is a less costly alternative to complete replacement of underground piping and does not involve the extensive disturbance of streets and neighboring residential areas. 

The Project scope consists of lining existing sewer mains at various locations, trim back protruding laterals, providing traffic controls, and by-pass pumping when needed. The cost of the repair work for the current fiscal year is $185,662.00.  The project cost is paid for through rate revenue collected from wastewater customers. Over the last three years, the city has conducted point repairs and slip lining on over 5,000 linear feet of existing underground sewer lines.



Water Supply / Precipitation Update


Water Supply Levels Update: Reservoirs Replenished, Drought is Now Moderate

Recent rains have significantly improved water storage at Lake Sonoma and Lake Mendocino. The U.S. Drought Monitor has officially moved Sonoma County's status from 'severe' to 'moderate' drought.  

The U.S. Army Corps of Engineers (USACE) have increased water storage capacity at Lake Mendocino by managing reservoir levels based on high-resolution weather forecast data. This innovative program is known as Forecast Informed Reservoir Operations (FIRO). According to Sonoma Water, water releases by the USACE from Lake Mendocino are necessary to prevent floods downstream due to potential incoming storms and to sustain Russian River Watershed wildlife.

Parks Update

Parks Staff continued making progress on critical park maintenance and park development projects.  Park projects in progress this week include:

  1. Second Prescribed burn in Porterfield Creek Preserve 
  2. Cloverdale Boulevard Maintenance - Repair stone planter and install woodchips in downtown landscape planters
  3. L&L District the Vineyards special project
  4. Park Capital Improvement Projects

Second Prescribed burn in Porterfield Creek Preserve 

A second prescribed burn in Porterfield Creek Open Space Preserve was conducted this week. Northern Sonoma County Fire Fuels Crew originally began this project back in December in collaboration with CALfire and Cloverdale Fire Department. The goal was to manage 12 acres of heavy vegetation on the eastern side of the park. This will create a fire break to nearby residents from potential threats. The crews began the final phase III for this season this week. Due to the number of piles of dead vegetation, a two-day long prescribed burn was required. Thinning vegetation coupled with prescribed burning reduces surface and ladder fuels to help protect the parks natural resources including native trees and adjacent communities from future wildfire severity.

Cloverdale Boulevard Maintenance

Maintenance activities continue in our downtown corridor in preparation of the Annual Citrus Fair festivities (see flyer below). Parks Staff installed a fresh batch of woodchips in the downtown landscape planters that will reduce evaporation, save water and improve the aesthetics of the landscape planters.  Additionally, repairs were made to the raised planter that was damaged in a vehicle incident. The final touches will be to coordinate with Recology to clear the sidewalks along the corridor and in front of businesses.

L&L Vineyards District - Special Project

The removal of two large volunteer Cottonwoods is underway. These trees reached near 50' in height, with weak scaffold attachments. They were uplifting the sidewalk and considered a safety hazard due to their location and nearby utilities. This was a previously budgeted project for this fiscal year. Once removed, the next step will be to grind down the concrete to repair the tripping hazard.  

Plaza Restroom Open

Final touches were made surrounding the newly constructed restrooms at our downtown plaza. This includes installation of a new commercial grade backflow protector, sanitation of all drinking fountains and installation of woodchips around the restrooms where contactors recently excavation was necessary to connect all utilities. Features offered at the Plaza restrooms include:

  • ADA compliant drinking fountains 
  • Doggy bowl fountain
  • Filtered bottle refill station
  • Exterior mounted sinks; and 
  • Soap dispenser. 

The restrooms will be officially open to the public this Friday, February 10th. Hours of operation will change depending on events and season, but normally will remain open daily from 8am -10pm.This is one of many exciting current park projects that will benefit the community, especially during events at our downtown plaza.

Park Capital Improvement Projects

Community Development and Parks continues to work on Park Capital Improvement Project. Projects in process include: 

  1. New Basketball court construction at the Second Street City Park - Two new basketball courts are under construction at 2nd Street City Park. Preliminary grading of the courts is completed and is undergoing final compaction prior to grading. 
  2. Dog park adjacent to the Train Station (planning in process) - the city is currently negotiating a License Agreement with SMART for use of a portion of underutilized right-of-way for a public dog park. Cost estimates for planned and potential amenities are currently being collected to present to CIty Council.

Zero Waste Sonoma

Help Keep Old Mattresses Out of the Landfill!

Mattress recycling is nowavailable throughout Sonoma County. 

When a mattress and box spring gets recycled, the steel, foam, fiber and wood become new products such as steel beams, industrial filters, carpet padding, and even mulch for your garden. In fact, up to 80% of the components of a used mattress can be recycled.

Accepted: clean, dry mattresses (any size) • box springs • futons. Not accepted: soiled or wet mattresses • bed frames • crib mattresses • dog beds • mattress toppers.

Mattresses are now accepted for recycling at the Healdsburg Transfer Station.

City Hall Closed in Recognition of President's Day 

City Hall will be closed Monday. February 20th in honor President's Day. All City parks and emergency services will continue as normal. 


City Hosts Booths at Cloverdale Citrus Fair

The City will have two booths at the Cloverdale Citrus Fair held over the Presidents' Day Weekend from February 17th-Feburary 20th.  City Hall and the Cloverdale Police Department will be staffing booths from 12:00-5:00 located in the Cloverdale Central Pavilion Hall. Come meet and talk members of the City Council, Chief Ferguson and Cloverdale Police Officers and City Staff during the Cloverdale Citrus Fair!
