A Message from Chief FergusonAs your Police Chief, I am deeply saddened and troubled by the horrific act of violence that resulted in the brutal and senseless death of Tyre Nichols at the hands of police officers. Across the nation, we find ourselves once again sickened at these senseless acts of police violence and abuse of power under the guise of law by those who are sworn to serve and protect their community. The actions of these five police officers are contrary to the values, training, and protocols of our law enforcement profession and do not reflect all the meaningful work that the Cloverdale Police Officers, Dispatchers, and staff perform on a daily basis. I want to reassure the Cloverdale Community that our agency has strict policies in place that prohibit the use of unreasonable force, require officers to immediately intervene if excessive force is attempted or used, require a duty to immediately report all use of force incidents, and provide immediate professional medical attention when needed. The Cloverdale Police Department remains genuinely committed to our efforts to serve our community members, and provide services in a professional, fair and equitable manner, and with dignity and respect for all people and human life. We are also committed to holding officers accountable should they violate policies and laws that exist to protect the public. Sonoma County Added to the Presidential Disaster Declaration for Economic Injury Disaster Loans (EIDL)If your business was impacted by the recent severe winter storms, flooding, landslides or mudslides, you may be eligible for financial assistance from the U.S. Small Business Administration (SBA). What is an Economic Injury Disaster Loan? - Economic Injury Disaster Loans (EIDL) – Working capital loans to help small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, non-profit organizations of all sizes meet their ordinary and necessary financial obligations that cannot be met as a direct result of the disaster. These loans are intended to assist through the disaster recovery period.

City Council Revises Water Shortage Emergency
Due to improvements in our local water supply conditions, the Cloverdale City Council revised the water shortage emergency from Stage 4 to Stage 3 at the City Council meeting on January 25th. The reduction in the water shortage emergency stage reduces conservation requirements from 35% to 25% over the previous years annual usage. Stage 3 aligns with the Governor Newsome's current state requirements for water conservation.
The City Council will continue efforts to improve our water resiliency in preparation for the next drought. The City Council will monitor the water supply conditions to determine if further reductions in the water shortage emergency state are supportable. Residents are encouraged to continue to conserve water.

Board of Supervisors Adopt Strategic Plan on HomelessnessOn Tuesday, January 31st, the Board of Supervisors (BOS) adopted the Regional Strategic Plan on Homelessness developed and approved by the Continuum of Care Board (CoC Board) on December 14, 2022. The plan is a culmination of nearly 18 months of work involving multiple stakeholder forums, public meetings and direct participation by individuals with lived experience in homelessness. The Plan includes multiple strategies and implementation steps, generally surrounding these three themes: (1) More Housing and Prevention; (2) Stronger Supportive Services; and (3) the need for the County, cities, and service providers to Operate as One Coordinated System to reach functional zero in homelessness. Following adoption of the Plan by cities and other governing bodies that participate in the Continuum of Care, County staff, city staff, CoC members, and service providers will work to implement the Plan, focusing on the Plan’s first year implementation actions. The BOS authorized the Department of Health Services (DHS) to issue a Notice of Funding Availability (NOFA) on behalf of the County consistent with the Strategic Plan’s objectives using up to $3 million of unallocated Measure O funds. Responsive Proposals to the NOFA are due by Friday, March 17, 2023. The BOS will review and award proposals on May 9, 2023 (estimated).

Park Maintenance & Porterfield Creek Tree RemovalLandscape maintenance projects continue throughout Parks, Open Spaces and L&L Districts. Parks staff allocated Several hours during the work week to maintenance within the Porterfield Creek Preserve Open Space. With over 200 acres of open space and numerous species of trees and vegetation, regular maintenance is a must, especially with the recent weather conditions (rain and high wind events). This week, parks staff hiked a very popular trail (Traverse Trail), in order to remove a large Madrone tree that was encroaching the trail. This process entails a combination of using the parks UTV to get as close as possible to the work site, and then hiking the rest of the way with all necessary equipment to remove and relocate the fallen tree from the popular hiking trail.

Downtown Corridor Landscape MaintenanceThe downtown corridor landscaping clean-up continues to be one of the City maintenance priorities for the next couple of weeks, as well as regular parks and facility maintenance in all parks and trails. The baseball field preparation was completed this week at the Second Street City Park as well as Furber Park, followed by several truckloads of leaves collected from the local Public Cloverdale Library. Several Arborist inquiries were addressed this week, some of them being tree removal permits, encroachment permits, Arborist tree health questions, property boundaries and tree maintenance responsibilities.

Park Capital Improvement ProjectsCommunity Development and Parks continues to work on Park Capital Improvement Project. Projects in process include: - Plaza Restrooms - Two Unisex restrooms were recently installed at Plaza Park. Final plumbing connections are in process.
- New Basketball court construction at the Second Street City Park, - Two new basketball courts are under construction at 2nd Street City Park. Preliminary grading of the courts is completed and is undergoing final compaction prior to grading.
- Dog park adjacent to the Train Station (planning in process) - the City is current negotiating a License Agreement with SMART for use of a portion of underutilized right-of-way for a public dog park.

Sonoma County Announces Purchase of Ten all-electric buses Bolstering Shift to Zero-Emission Transit Fleet Sonoma County announced this week the purchase of ten battery electric transit buses to replace ten compressed natural gas buses, consistent with the Climate Action and Resiliency pillar of Sonoma County’s Five-Year Strategic Plan. The ten new buses, which are scheduled for delivery between July 1 and August 31, 2024, are in addition to six all-electric buses expected to arrive in June. There are currently three all-electric buses in the county’s 49-bus fleet. The new buses will be deployed on Sonoma County Transit’s main intercity routes that operate between Monte Rio, Santa Rosa and Sonoma (Routes 20 and 30), and between Petaluma, Santa Rosa and Cloverdale (Routes 44, 48 and 60).

SMART secures $34M Toward the Construction of the System’s Northern ExtensionsThe Sonoma-Marin Area Rail Transit District (SMART) announced the agency has been awarded $34M in Transit and InterCity Rail Corridor Project (TIRCP) funds toward building SMART railway and pathway extensions to communities in northern Sonoma County.
“With these TIRCP funds, SMART will take another big step forward in its goal to reach Windsor, Healdsburg, and Cloverdale. Investing in SMART’s rail and pathway system leverages significant long-term local investments in the community. One of the reasons we were successful in this grant application, is the wide support we received from our elected representatives, cities, school districts, community stakeholders, and chambers of commerce,” said SMART General Manager,” Eddy Cumins.
