Plaza Restroom Project Moving Forward! Work has begun on the underground infrastructure to accommodate a prefabricated restroom at City Plaza in Downtown Cloverdale. The turnkey restroom building is under construction offsite by the Public Restroom Company and is expected to be delivered and installed in December. City Plaza and the associated restroom space is being prepared with a concrete pad, water service, wastewater connections and electrical service. Special events previously scheduled will proceed in the plaza. We apologize for the inconvenience. The city is excited about the new addition to the plaza!

Streetlight Replacement in Downtown Replacement of two decorative streetlights in Downtown was completed this week. The streetlights located in the center median across from the Plaza and the corner of West 3rd Street and North Cloverdale Blvd. were damaged in separate vehicle incidents earlier this year.
Streetlight repair work is vital to ensuring a safe environment for vehicles and pedestrians. The repair work was overseen by Craig Johnson in the Streets Department. if you witness an outage or malfunctioning streetlight, please report the outage to our Police Department by calling our non-emergency phone line at (707) 894-2150.

Police Department Deploy Radar Trailer Messaging Board In response to traffic concerns, the Cloverdale Police Department purchased a radar trailer/ message board. The radar trailer/ message board has been deployed and is now in use in neighborhoods within the City.
This sign board trailer, used in combination with SpeedAlert is intended to assist with the following: - Calm traffic and increase speed awareness
- Communicate to motorists and pedestrians
- Redirect traffic during accidents or events
- Conduct traffic studies
- Resolve speeding complaints
The radar trailer /messaging board will be deployed throughout the City by the Police Department to monitor and address traffic concerns in key areas including residential neighborhoods near schools and areas.

Parks UpdateParks projects continue to develop during the Fall season. Winter tree pruning was performed in the L&L District Vintage Meadows, both inside the park and along Foothill Blvd. Implementing a Winter tree pruning program has great benefits for the overall health of the tree, such as: - It's Easier to Evaluate Tree Structure in Winter

Parks staff also Performed the planting of the bioretention facilities (LIDs) located on 4th Street. Bioretention Cells utilize the engineered soil media to remove contaminants in runoff water. They are excellent for reducing the volume and rate of runoff as well as enhance filtration and treating pollutants from frequent rainfall events. They collect debris that would otherwise end up in our storm drain system that could cause flooding by clogging the main line. A local contractor was awarded a bid to perform trail rehabilitation projects that consist of removing uneven surface and tripping hazards as well as add two layers of slurry that will prolong the life of the trail. Several yards of redwood chips were spread around Picnic areas located at the Second street City Park, which will help address slippery surfaces for the Winter months ahead. A second organic herbicide application was performed at the L&L District the Cottages. The intent being to manage and suppress invasive vegetation and protect our environment. Most of the weed abatement is performed by mowers and string-weed eaters. The vegetation management effort continued at the L&L District Jefferson Springs. The entire open space area was mowed for the 4th time this year as well as several bags of debris collected from the Cloverdale Creek. Lastly, Parks Superintendent attended a 7 hour training on Vegetation Management and Fire Mitigation to gather information which may be implemented into our open spaces and city parks.

Draft Housing Element Update Now Available The City of Cloverdale is in the process of updating the Housing Element of the City’s General Plan to ensure that the City is prepared to meet the future housing needs of Cloverdale. Under State law, every City and County in California is required to update its Housing Element to address specific requirements and submit the element to the Department of Housing and Community Development (HCD).
The Housing Element serves as Cloverdale’s blueprint for meeting the housing needs of current and future residents at all economic levels including those with unique or specific housing needs.
The Draft Housing Element Update is now available for public review from October 27 to November 27, 2022. Comments may be submitted to CloverdaleHousingElement@4leafinc.com or mailed/delivered to Cloverdale City Hall (124 N. Cloverdale Blvd) by Sunday, November 27.
Participation from the community is vital to ensure that Cloverdale’s values are identified and articulated in the Housing Element, and that the City’s approach provides the best fit for the community’s goals, values and priorities. Public comment received on the Draft Housing Element will be incorporated into the Final Adopted Housing Element submitted to the state for review and anticipated for adoption in early 2023.

Update from the State Water Board: Water Supply Availability in the Russian River Watershed in 2022The Division of Water Rights has posted an updated Curtailment Status List on the Russian River Drought Response webpage that takes effect on November 1, 2022. Based on current conditions and available forecasts, there are water right curtailments in place and certain right holders must cease or reduce their diversions as directed by the list. Right holders must continue to monitor the Curtailment Status List for the latest curtailment statuses. With this update, there is an increase in the number of affected water rights and claims. 730 appropriative water rights are curtailed, including 725 from the mainstem and tributaries in the upper portion of the Russian River Watershed. The additional scope of curtailments with this update is driven by seasonal increases in water diversion demands and reduced water deliveries from the Potter Valley Project. Additionally, appropriators in the tributaries have a lower priority than riparian demands, including those riparian diversions along the mainstem of the Russian River. State Water Board Division staff is actively monitoring light precipitation forecasted for early November within the watershed. Forecasted rainfall does not appear that it will impact the scope of curtailments. The Division will post a revised Curtailment Status List should supply conditions change with additional precipitation beyond current forecasts. Sonoma County’s Continuum of Care Seeks Public Input on Draft Homelessness Strategic PlanSonoma County’s Continuum of Care Board and its Strategic Planning Committee invites the public to provide input on a draft 2022 Homeless Strategic Plan and to learn more about the plan during a series of upcoming meetings. The Continuum of Care is a federally directed homelessness coordination system that works to ensure a regional homelessness system of care is coordinated and effective. The Continuum of Care’s committee process and governing board will have opportunities for the public to learn, ask questions, and provide input on the draft of a five-year Homelessness Strategic Plan. The draft plan addresses and provides specific action steps to reduce homelessness throughout the region. The draft of the strategic plan focuses on creating comprehensive housing interventions, from prevention to permanent housing. This a pivotal step in not only increasing the housing stock but also providing resources to keep those in danger of being homeless, housed. It will also focus on bolstering the supportive service's capacity to meet the complex and diverse needs of people experiencing homelessness in the Sonoma County region. Following the issuance of a request for proposals, the Continuum of Care contracted with the consultant firm Homebase to complete a region-wide homeless strategic plan. Homebase has been working collaboratively with the CoC Board, its committees, stakeholders, and others since December 2021. Public input and feedback will assist in identifying the highest homeless priorities in the county and refining action items required to achieve the goals.
The virtual meetings are part of the CoC’s regular committee and board meetings and will be held on the following dates: ? Friday, Nov. 18, 9 a.m. to noon. ? Wednesday, Nov. 30, 1 p.m. to 5 p.m. The draft strategic plan, agenda and zoom links for all meetings can be found on SonomaCounty.ca.gov. Library to Open on SundaysNext stop after Sunday brunch? The Sonoma County Library! Starting November 6, all regional Sonoma County Library branches will be open on Sundays from 1 to 5 p.m. Come by and enjoy the afternoon at your local library, where you can use free WiFi, browse the shelves, meet up with friends or read the Sunday paper.
“This is another step in making our libraries more accessible to more people,” said Erika Thibault, Interim Library Director for the countywide library system. “Being open seven days a week at most libraries makes it easier for busy families to use their free public library.”
Expanded Sunday hours are made possible by the Measure Y sales tax, the community’s investment in free public libraries. The Measure Y Sales tax, a one-eighth of one cent sales tax, was approved in November 2016 to increase revenue for Sonoma County’s historically underfunded library system. Sonoma County Library has been increasing library services every year since—expanding hours, opening a new Roseland Regional Library, hiring staff, purchasing materials, upgrading technology, refreshing library buildings and offering exciting new classes, events, and programs.

Funds to Strengthen Your House FoundationGet up to $3,000 Toward an Earthquake Retrofit Earthquake Brace + Bolt (EBB) helps homeowners lessen the potential for damage during an earthquake. EBB offers a grant of up to $3,000 toward a seismic retrofit for qualifying older houses.
In addition to the $3,000 grant, EBB is introducing a new grant specifically for low-income homeowners (income up to $72,080 per household), as funding permits. EBB has helped California homeowners complete seismic retrofits!
