Independence Day Celebration - Fireworks InformationAs the Fourth of July approaches, the Cloverdale Police Department would like to provide citizens with important information about the use of safe and sane fireworks. As in the previous years, the City of Cloverdale is allowing the sale and use of safe and sane fireworks within the incorporated area of Cloverdale. Any person who wishes to purchase and use safe and sane fireworks is strongly encouraged to adhere to the following dates, times, and locations for discharge. DATES AND HOURS FOR THE SALE OF SAFE AND SANE FIREWORKS: JULY 1st: 10:00 am to 9:00 pm JULY 2nd: 10:00 am to 9:00 pm JULY 3rd: 10:00 am to 9:00 pm JULY 4th: 10:00 am to 9:00 pm DATES AND HOURS FOR DISCHARGE OF SAFE AND SANE FIREWORKS: JULY 4th: 11:00 am to Midnight DESIGNATED PLACES FOR DISCHARGE: It shall be unlawful for any person to ignite, discharge, project, or otherwise fire or use any safe and sane fireworks or permit the ignition, discharge, or projection thereof, upon or over, or onto the property of another without the property owner’s consent, or to ignite, discharge, project or otherwise fire or make use of any safe and sane fireworks within ten (10) feet of any residence, dwelling or other structure used as a place of habitation by human beings. The use of safe and sane fireworks shall be limited to private property except as otherwise provided herein. No person shall ignite or discharge any safe and sane fireworks on private open areas such as parks, parking lots, or vacant property without the property owner’s or their designated agent’s permission. No person shall ignite or discharge any safe and sane fireworks on public or semi-public open areas such as parks, parking lots, or vacant property, excluding public streets and sidewalks, except as authorized in writing by the City and, if applicable, the private property owner or their designated agent. Any person who discharges safe and sane fireworks on public or private property shall be responsible for removing all spent fireworks debris and litter or rubbish associated with the discharge of fireworks and for disposition thereof in an appropriate trash receptacle. Spent fireworks debris shall be allowed to cool for at least 30 minutes or immersed in water before discarding in a trash receptacle.
ILLEGAL FIREWORKS:The City of Cloverdale has zero-tolerance for the use of illegal fireworks. It is unlawful to sell, transport, or use fireworks that do not carry the “Safe and Sane” seal. Possessing or using illegal fireworks in a community where they are not permitted is also unlawful. Illegal fireworks in California include firecrackers, roman candles, chasers, wire, and skyrockets. It is a Misdemeanor crime to violate the California State Fireworks Law. Person(s) found to be in possession or using illegal fireworks may face a sentence of up to one year in jail or a fine of $500-$1000 if convicted. PARK RULES: All Park Lands will be closed between 10:00 pm, and 7:00 am. Persons wishing to utilize the parks must obey all posted rules and regulations.
ENFORCEMENT: The Cloverdale Police Department is committed to continuing its efforts to ensure public safety. We will have increased patrol staff on duty to support education and safety during this event. Water Supply Update – Drought is Still Here. Save WaterThe drought is still here. Water supply levels at Lake Mendocino and Lake Sonoma remain at historic lows. Water is a resource that our community shares, and it is critical that we all continue to protect and conserve this valuable resource. The City of Cloverdale and Sonoma Marin Saving Water Partnership (SMSWP) urge our community to keep up the great work and effort – water saved now, is water we can use later. Parks UpdateThe Parks Department continues to make progress on summer projects. Due to numerous break-ins that have occurred at the Furber Park Snack Shack, City staff implemented measures to improve the security of the building. The City Council allocated funds toward the three windows that have been targeted by vandals. Heavy duty anti-theft security blinds were installed at the Furber Park snack shack this week (see photo below). Future projects to further secure the building including improving the lighting around the building as well as installing a security camera system are in progress for later this summer. Two blocks of landscaping was performed at the L&L district The Cottages. Weed abatement in the form of string weed eating was performed as well as hedging of several shrubs and irrigation replaced, there were several broken sprinklers. Daily park traffic has increased the last several months. Our staff is responding to the demand incurred by a greater amount of visitors in our City parks and open spaces, whether folks are looking for a pick-up game of basketball, to jog around trails or allow children use of play structures. Daily restroom facility checkups, more frequent playground equipment and trail inspections, all to minimize hazards and provide a measure of safety for our resdients and park users! Several Arborist requests were addressed as well as mowing of all City parks to a higher designated height to minimize evaporation of soil moisture.

Drought Continues to Impact Park Trees and LandscapingA fruitless Mulberry tree at located at Vintage Meadows Park impacted by the ongoing drought was removed by Parks staff this week. The tree was determined to be failing after a tree assessment was conducted by City Arborist Héctor Galván.
The effect of drought on trees and shrubs can often be seen in both natural and manmade landscapes. Drought conditions, or more specifically, soil water deficits, can influence the normal physiology and growth of plants in different ways. Immediate visible effects of drought damage include wilting, scorch and some defoliation, due to loss of water in plant cells, and irreversible shrinkage of cell membranes. As the long-term symptoms of drought continue, trees and plant capacity to absorb water is limited, which leads to expiration. Future plans are in place to replant better suited drought tolerant trees for Vintage Meadows Park in the fall.

New Accessible Pedestrian Signals InstalledThe City completed replacement of existing pedestrian signal push-buttons with Accessible Pedestrian Signals (APS) at two of the City's signalized intersections:
1.) S. Cloverdale Blvd. & Citrus Fair 2.) Cloverdale Blvd. & 1st St.
What Is An APS?Accessible Pedestrian Signals (APS) are devices that communicate information about the WALK and DON’T WALK intervals at signalized intersections, in non-visual formats, to pedestrians who are visually impaired or have low vision. APS' provide benefit to visually impaired and all pedestrians by alerting them to when the walk sign turns on and the status of the walk cycle.
Each of the intersections were updated with new Polara 2-Wire APS push-button stations (with touchless iDetect “wave” feature). The City's Electrical contractor also installed two (2) Polara iCCU Control Units, one in each of the subject signal cabinets and program all buttons with custom voice messages. On the button is a raised tactile arrow pointing in the direction of the crosswalk (see picture below). This helps a visually impaired pedestrian to orient themself in the direction of the crosswalk. Each time the button is pushed one should hear the word “wait”. The button also vibrates to aid the visually impaired during the walk cycle.

Prescribed Burn Activity Planned on Port Circle - July 1The Northern Sonoma County Fire District Fuels Crew will be conducting a prescribed burn on the vacant lot near Port Circle located west of Vintage Meadows Park. The Fuels Crews are expecting to initiate the prescribed burn activities at approximately 6:00 am on Friday, July 1st and be complete by 10:00 am.
The prescribed burn is part of the Cloverdale Fire District's ongoing vegetation management program. The prescribed burn is intended to reduce the vegetation piles generated from the recent vegetation management activities in the open space area located west of Port Circle.

Virtual City Hall Expands The City of Cloverdale continues to improve its on-line services with the addition of the on-line special events permit!
Anyone wanting to have a special event in one the City's parks or on the street can now apply on-line. With this, all city permits are now available on-line, including planning, building and encroachment permits, business and dog licenses, and special events permits
