Lake Mendocino Continues to RecedeSonoma County's two main water reservoirs continue to decline. Lake Mendocino is approaching levels not witnessed since 1976-77: - Lake Mendocino: 17,870 acre feet on 9/10/21, down from 18,864 acre-feet (af) on 9/3/21
- Lake Sonoma: 113,611 acre feet, down from 115,112 af on 9/3/21 (1,501 af loss).
In response to the drought, the City Council declared a Stage 4 Water Shortage Emergency on August 11th. The Council set a target reduction of 35% over 2020 usage. Please see the link below that summarizes the current emergency drought regulations: Water Restriction Flyer
Water Customers Required to Reduce Water Consumption by 35%- All customers are required to reduce water use by 35% from last year (2020).
- Irrigation may only occur once a week.
- Residential meters serving single-family detached homes: any water use in excess of 65 gallons per person per day is not permitted.
- A permit is required for all hydrant use, except for water used for fighting fires or for other emergency use deemed essential by the Fire Chief.
- Drinking water at any restaurant, cafe, cafeteria or other public place where food is sold, served or offered for sale may only be provided upon request by a patron.
- An on-bill surcharge in the amount of 25% will be implemented on September 1, 2021.
Enforcement All customers are asked to cooperate to do the best that they can to individually meet or exceed the overall mandatory 35% reduction requirement. Violations will be enforced as follows: - 1st Violation – notice will be given by city staff either by phone or delivery of a yellow door tag informing the customer of the problem that must be corrected.
- 2nd Violation – if problems are not corrected, a certified letter shall be mailed to the customer who receives the water bill. The letter will describe the violation and request that it be corrected, cured and/or abated immediately. The letter will state the consequences of non-compliance.
- If the violation continues – the City may impose a penalty and/or order disconnection of the service. Repeated water waste violations may result in a flow restriction device being installed by the City at the customer’s expense before service is restored.
Water Waste Prohibitions Currently in EffectNo water furnished by the City shall be wasted. Waste of water includes but is not limited to the following: - Washing of sidewalks, walkways, driveways, parking lots and other hard-surfaced areas by direct hosing.
- Customer water leaks: customer has 72 hours after discovery to fix the leak.
- Irrigating more than one day a week.
- Excessive run-off or unreasonable over-spray of the areas being irrigated.
- Washing cars, boats, trailers or other vehicles and machinery.
- Water for non-recycling decorative water fountains.
- Water for non-recycling evaporative cooling systems for air conditioning installed after April 28, 2021, unless required for health or safety reasons.

Planning Commission Recommends Approval of Annexation and Updated General Plan Safety ElementThe Planning Commission held their regular monthly meeting on Tuesday, September 7th at the Performing Arts Center. At the meeting, the Commission considered 1.) a proposal to annex 82 acres on the southwest end of Cloverdale (see picture below) within the Urban Growth Boundary and 2.) an Update to the Safety element of the General Plan. - As part of the larger annexation proposal, the Commission reviewed a proposed project to construct 24 affordable senior housing units (see pictures below) for Dry Creek Rancheria tribal elders on 24 acres of the 82-acres annexation area. The remaining annexation area is not proposed for development at this time. The Planning Commission adopted a resolution recommending approval of annexation to the City Council and an Ordinance approving prezoning the Dry Creek Racheria project to R-2 Multi Family Development.
- The Planning Commission also received a presentation on an update to the Safety Element of the General Plan. The Commission adopted a resolution recommending approval of the General Plan Safety Element to the City Council.
Next steps for these project includes consideration by the City Council. Annexation will require further review by the Local Agency Formation Commission following Council review.

Vegetation Management and Fuel Reduction Project started at Cloverdale River Park Work crews began working on the Vegetation Management and Fuel Reduction Project at Cloverdale River Park this week. On Wednesday, Sonoma County Supervised Adult Crews started the project adjacent to the City's Wastewater Treatment Plant at Cloverdale River Park. Crews were on hand to limb up trees, conduct brush trimming and remove invasive plant species along the river front adjacent to the park trail. The goal of the project is to create a fire break between the river and the City's critical infrastructure and to remove invasive species that impact the Russian River Watershed.
The project is lead up by Vice-Mayor Lands in collaboration with Mayor Cruz and Supervisor Gore's Office. A site visit was conducted on Friday, September 10th to oversee progress on the project. Biologists from the Russian River Water Keepers are on hand to guide the vegetation management activities and ensure that all applicable Federal and State Laws including and Game Codes, the California Endangered Species Act (CESA) and Federal Endangered Species Act are followed.

Coffee with the Mayor Hosts City Parks and Maintenance StaffThe Cloverdale Senior Center hosted Coffee with the Mayor on Thursday September 8th following the City Council meeting this week.
Mayor Cruz provided an update on the City Council meeting and welcomed two guests from the City including Park Lead Héctor Galván and Craig Johnson both of whom provided an update on City parks and maintenance activities. The Senior Center provided a nice location for the event in their outdoor garden area.
Coffee with the Mayor occurs monthly every Thursday following the first City Council meeting of the month. The goal of Coffee with the Mayor is to provide the Community an opportunity to stay informed and hear updated on the City Council's agenda. Thank you to Melanie Hall and the staff at the Senior Center for hosting the informative event.

Alexander Valley Health Care Providing Covid Testing & VaccinationsAlexander Valley Health (AVH) is providing COVID testing Monday through Friday, 8-5 for patients and community members. Testing is conducted at their medical site located at 6 Tarman Dr.
AVH is also continuing to provide COVID vaccines on Thursdays, 2-6pm, at the medical site. Individuals interested should visit AVH’s website and schedule an appointment for the vaccine in the “My Turn” section of the site. Eventually the My Turn feature will be used for scheduling first or second vaccines. AVH is providing first and second vaccines at the Thursday events the person and individuals seeking an appointment must check the first dose box.
