Draft City Budget for Fiscal Year 2021-22 Published Online 

The City of Cloverdale published a digital copy of the Draft budget for fiscal Year 2021-22,  using OpenGov’s interactive budget book to publish the fully digital budget on the City's website. The City Council reviewed the draft budget at the May 26th City Council meeting and will consider approval of the budget following a Public Hearing on June 9th.

OpenGov’s budgeting software has transformed how the City reports and shares its budget with the public and has significantly increased residents’ ability to engage with the data. Community members can now access the budget through a user-friendly online format, where they can view the budget broken down by funds and departments, and even change views using different report and chart styles. Planning Commission Meeting - Tuesday, June 1 at 6:30 PM

On Tuesday, June 1st the Planning Commission will hold their regular meeting at 6:30 p.m. The Commission will consider 

  1. A 12-month extension of time allowing for construction of a three-story mixed-use building and related site improvements at 119 S. Cloverdale Boulevard (APN 001-122-027)
  2. Update of the Cloverdale General Plan Public Health and Safety Element.

Virtual Community Workshop - Draft Local Hazard Mitigation Plan & General Plan Public Health and Safety Element - June 2

On Wednesday, June 2nd the City of Cloverdale will be hosting a Virtual Community Workshop to present the recently completed Public Review Drafts of the City’s Local Hazard Mitigation Plan and General Plan Public Health and Safety Element. Together, the two plans identify ways that the City can protect residents, workers, and visitors from the harmful effects of natural hazards.

The workshop will provide an opportunity for Cloverdale residents and others who are interested to ask questions and provide comments about the plans and the planning process. It is part of larger public review and comment process that will run through the summer before the plans are adopted in the fall.

Water Supply Update

  1. The Russian River watershed is in a historic drought.  The watershed has experienced extremely dry weather conditions this water year (WY-2021). A water year begins of October 1 and ends on September 30th of the following year. This is the second consecutive dry water year coming on the heels of WY-2020, which was also very dry.   2. The current drought on record is 1976/1977 when Ukiah received just 16.12 inches of rainfall. As of today, Ukiah has recorded only 12.24 inches of rainfall this year, slightly ahead of 1976/1977 when Ukiah measured 11.27” through April 15.  On average, Ukiah receives 37 inches a year. In Santa Rosa, only 12.77 inches of rainfall has fallen this water year, just 3.30 inches more than the driest year of record (1976/1977) when Santa Rosa measured 9.47” through April 15.  On average, Santa Rosa receives 32.20” inches a year.
  3. Reservoir capacities are lower than they were during the last drought, which was 2013/2014. View more data on this drought.

Water supply projections show that without additional rainfall and without aggressive water saving by our communities, Lake Sonoma and Lake Mendocino water supply levels will reach historically low levels by October 2021.  The State Water Resources Control Board has already issued letters throughout the region urging water right holders to reduce and conserve water.

Accessible Trail Improvement Project initiated at 2nd Street City Park

The City received CDBG grant funding to improve accessibility on the loop trail at 2nd Street City Park. The project includes accessibility improvements to the existing trail and new trails to the BBQ and kid’s play area.   We look forward to improved access to our Park trail!

Its time to Update the General Plan Housing Element 

The City is beginning the process of updating its General Plan Housing Element for the period of 2023-2031. The Housing Element provides an analysis of a community’s housing needs for all income levels, and strategies to respond to provide for those housing needs. It is a key part of the City’s overall General Plan.

State Law establishes that each city accommodates its fair share of housing through the Regional Housing Needs Allocation as an approach to distributing housing needs throughout the state. State Housing Element law also recognizes that in order for the private sector to address housing needs and demand, local governments must adopt land-use plans and implementing regulations that provide opportunities for, and do not unduly constrain, housing development by the private sector. Updating the Housing Element requires community input, as we get further in the process, we will be reaching out for input, so stay tuned!

Stage 2 Water Shortage Emergency Declared

The City Council has set a target citywide reduction of 25% from 2020 water use:
  • All customers are required to reduce water use by 25% from last year (2020).
  • Irrigation of any existing or new landscaping except from a hand-held hose or container or drip irrigation system is strongly discouraged. Those choosing to irrigate with sprinklers must reduce water usage by 25%. 
  • Initial or re-filling a swimming pool is prohibited after May 28, 2021.
  • A permit is required for all hydrant use, except for water used for fighting fires or for other emergency use deemed essential by the Fire Chief.
  • Drinking water at any restaurant, cafe, cafeteria or other public place where food is sold, served or offered for sale may only be provided upon request by a patron.

City Council Suspends New or Enlarged Water System Connections Due to Drought

On May 12, the City Council authorized the suspension of new or enlarged water service connections after the declaration of a Stage 2 water shortage emergency, by Resolution No. 039-2021 . Any exemptions will only be made on a case-by-case basis. The suspension will be in effect through the duration of the drought emergency.

City Seeks Applicants to Fill Appointed Term on City Council

The Cloverdale City Council is currently seeking applicants, residing within the City limits of the City of Cloverdale, who are interested in serving an appointed term on the City Council, expiring December 2022. Application Deadline is: 5:00 p.m. on Tuesday, June 1, 2021.

Applications are available on the City of Cloverdale website: www.cloverdale.net, or can be requested by emailing the City Clerk at: iwerby@ci.cloverdale.ca.us, or calling (707) 894-1712.

Applications received by the deadline will be reviewed and considered publicly, at the regular City Council meeting scheduled for June 9, 2021, at 6pm. Formal interviews by the City Council will be conducted at this time. No applications will be accepted after the deadline.
